Ratification of National Program Strategy

NATIONAL PROGRAMS STATEMENT OF INTENT
PACIFICA ADMINISTRATIVE COUCIL
BERKELEY, CALIFORNIA
SEPTEMBER 1, 1992

The following ratifies the Strategy for National Programming prepared by National Program Director Gail Christian and proposed to a jont meeting of the Pacifica Program Directors and Unit Managers. This statement of intent was unanimously agreed to by all participants.

Pacifica will beginning in October, 1992:

1. Produce a 30 minute news feed out of Washington D.C. The news feed will be sent just before or after the regular news. It will not necessarily be 30 minutes long and may contain WAND material, overseas stringer stories, stories sent from Pacifica and other community stations, and other sound bites and actualities. The feed will not contain stories that National News reporters prepared for the regular evening news cast. The producer of the feed will communicate regularly with Pacifica News Directors and will attempt to accomodate their needs via this service.

2. Produce a 30 minute daily news cast. This newscast will be broadcast in all Pacifica stations in its entirety between the hours of 4:00PM and 7:00PM. This is a must carry program. Stations must begin carriage sometime between January 15, 1993 and April 1, 1993--once the program is reconfigured. National Programs will set the timeline for carriage and will give stations 60 to 90 day notice in advance of the date they must carry the news. Thenication system (most likely via computer bulletin board) will be designed, purchased and put into place in 1993.

5. Funding and planning for Pacifica producer training will be pursued in 1993.

6. National Programs will continue to produce specials with the goal of enhancing the overall sound of these specials. It is hoped that more planned specials will be broadcast and that two of these could be designed as local station fundraising vehicles.

7. A full time satellite line will be acquired in FY93. The access to that line will shift from the Pacifica Program Archive in Los Angeles to the National Program Office in Washington D.C. Only programs produced by or distributed by Pacifica National Programs will be identified as Pacifica National Programs. Pacifica and other stations producing programs and using the satellite to distribute should use their call letters only and may not identify their program as a Pacifica program.
