The recent spate of zoning challenges to micro stations may be the result of a deliberate FCC campaign.

Thomas B. Hooper, director of the Bloomfield, CT planning and zoning department, reports that the FCC approached him asking whether Prayze-FM, a black-oriented Christian micro station, were in violation of any zoning laws. The commission encouraged the city to crack down on the
station on those grounds; the city refused. --------- Jesse Walker
