Subject: More on the sale info source Chester Coleman
I was rather amused to see Chester Coleman's name pop up in Bill Mann's
column on the sale of KPFA. Some months ago I received a stack of
documents from the FCC as part of an earlier FOIA request. Well, guess
who had submitted a bunch of material to the FCC in an apparent attempt
to ingratiate himself as a volunteer spy for the FCC. This is the text
of a letter sent to the FCC by our friend Chester.
Letter is as follows:
"Enclosed are copies of a newsletter that benefits unlicensed FM
stations here in San Francisco (93.7 & 103.3) and Berkeley (104.1), plus
at Lake Tahoe (101.5). I have listened to the San Francisco operations
on 93.7 and 103.3 and I'm very disturbed wither "pirate stations" that
broadcast profanity and promote anarchy to create a whole bunch of low
powered FM stations.
I called Mr. Winston from Bob Gonsett, who reported the Lake
Tahoe 101.5 illegal operation in his "Communicator" newsletter. You can
phone him at ...... for more details.
These operations are blatantly defying the rules and regulations
of the FCC and your local Hayward office has not taken any action to shut
them down.
I am bringing this to your attention, as the local field office
is not trained in how to obtain evidence and the field bureaus do not
have any attorneys available to prosecute hese illegal operators.
I will be pleased to prepare a declaration under penalty of
perjury about some some of the profanity and other content heard by myself.
In addition, I will record these stations from my home if you
want hear of the content for yourself.
With the wide distribution of materials and public meetings
mentioned in the radio stations newsletters (including phone numbers and
addresses) I can't understand why the FCC hasn't acted by now. The
Commission is always after licensed stations to be legal and follow the
rules, but these "characters" are openly promoting and selling equipment
to be used all over the country with none of the licensing requirements
of the Commission being a consideration.
Please let me know how I can and your welcome to call my FCC
attorney, David Tillotson ...... who is aware of my concerns with these
"bootleg" operators."

Jeez, what a suckup. He sent them copies of our newsletter in which he
made margin notes and underlined what he considered to be key sentences.
Anyway, this will, perhaps, provide a better idea of the person responsible
for the Pacifica sale offers.
